Take a look at Balsamiq Mockups. It is a Flash based mock-up toolset for rapid prototyping UI designs. The project is run by Peldi Guilizzoni who is one of the key architects behind the Adobe Connect product line. I really like the simplicity of the UI especially allowing for text entry to drive component addition. It will be fun watching this tool take off.
